Successive governments have tried to create a public tax consciousness, but widespread evasion persists, with bureaucratic rigidities offering little assistance. As an example, public-sector workers are prohibited from taking outside employment, which in effect discourages them from legally declaring fees earned from second jobs used to compensate for relatively low wages. Provisions such as these contribute to Greece's sizeable unrecorded economy, which in 2017 was estimated at 21.5% of the country's GDP, according to latest available data from the Institute for Applied Economic Research at the University of Tubingen in Germany. There has been a continuing effort to digitise the tax-collection system. An online network (TAXISnet) has been overlaid on the Taxation Integrated Information System (TAXIS) software that is used for tax administration. The General Secretariat for Information Systems (GGPS) of the Ministry of Finance conducts cross-checks of returns with digital data from other sources, including the state-owned electricity company, whose records show the size of properties.
