The supply of skilled labour in Colombia is growing and is relatively high for Latin America, though it remains scarce in some industries. The quality of technical education in the country's better universities and vocational centres is generally adequate for the needs of local labour markets. Foreign companies report being able to find technical and managerial personnel without much difficulty, though some studies indicate that local employers face problems locating workers with the requisite skill sets. To attract technical and professional workers, companies advertise in local newspapers or trade publications and increasingly online. Consultancies also recruit high-level executives for both local and multinational companies. Local and foreign companies provide training programmes for their personnel. In general, absenteeism is low, and turnover is not high-partly because of relatively high rates of unemployment. The Economist Intelligence Unit estimates that the national unemployment rate stood at 10.8% in 2019, up from 9.7% in 2018. A major issue in Colombia is the shortage of unskilled labour in agriculture-particularly in the coffee-growing regions, because of mass migration to the cities, which has been exacerbated by internal displacement due to decades of guerrilla war.
