In 2018, we saw the lowest unemployment rate since 1969, but the Bureau of Labor Statistics said there still were 7.3 million unfilled jobs, Envoy observed in its 2019 Immigration Trends Report. Only 6.3 million people were actively looking for work at the end of 2018. Add to record-low unemployment an acute shortage in STEM (science, technology, engineering, and math) talent, and U.S. organizations felt compelled to look beyond borders to fill talent gaps.
