High rates of unemployment have hindered Spain's economy for years, partly because of rigid labour laws that are among the strictest in the EU. A long- standing feature of the labour market has been the high proportion of employees (around 27% in 2019, double the EU average, according to latest available data from Eurostat) on temporary employment contracts, often of short duration and with limited protections, including in nonseasonal and higher-skilled occupations and across the public sector. This stems in part from labour-market reforms in 2012 that made it easier and cheaper for firms to dismiss workers (increasing the incentive for short-term hires) and to opt out of collective-bargaining agreements and thus keep wages in check. The reforms arguably contributed to job creation and labour productivity growth, but there has been limited progress on enhancing skills levels and labour mobility, improving workers' employment conditions, combating high levels of labour-market segmentation or expanding the availability of training schemes or other active labour-market policies.
