High rates of unemployment have hindered Spain's economy for years, partly because of rigid labour laws that are among the strictest in the EU. Significant reforms that increase labour-market flexibility have been difficult to enact because of pressure from labour unions and older workers. Spain has made progress on this front since 2011. The government led by the Spanish Socialist Workers' Party (2004-11) pushed through urgent measures to promote job training and the transition to stable employment for the unemployed (Law 1/2011). It also made reforms to the social security system (Law 27/2011). The Popular Party government, first elected in 2011, made further headway in introducing reforms to increase labour-market flexibility (Royal Decree Law 3/2012 and Law 3/2012, amended by Royal Decree Law 11/2013).
