摘要

There is a rich body of academic and policy literature on the impacts and effectiveness of university technology transfer. However, the literature around federal lab technology transfer is limited, and focuses heavily on quantifying outcomes through patents, licensing, and revenue. Our focus was on the broader social benefits of transferred technologies. Search terms included combinations of the following words and phrases: federal laboratory, technology transfer, CRADAs, licenses, patents, impact, effect, and economic. The initial compilation of articles was complemented with desktop research using publication search engines, web-search engines, and specific websites such as the FLC. The synthesis of the existing literature falls into three broad categories: 1. Conceptual frameworks of the impacts and value of technology transfer. 2. Assessments of technology transfer activities, mechanisms, and policies based on qualitative and quantitative data on performance, effectiveness, or economic impact.
