Research supporting most strategic planning in colleges and universities relies on a dual thrust: scanning external conditions ("What should we be doing?") and evaluating existing operations ("How well do we do what we do?"). This duality, effectively described by Keller (1983), has long characterized higher education strategic planning. For American community (two-year) colleges, this planning model means that along with the usual evaluation of internal conditions, in part through accreditation, there needs to be a comprehensive "scan" of the external environment-a coherent vision of future trends in community or service area demographics, socioeconomics, local culture, and competitors. See, for example, Knoell and Mclntyre (1974) and Mclntyre (2008a).
