The idea that Vehicle-to-Vehicle (V2V) and Vehicleto- Infrastructure (V2I) communications would be a boon to road safety has been widely understood since at least the mid-1990s. In October 1999 the US Federal Communications Commission (FCC) allocated 75 MHz of spectrum in the 5.9-GHz range for Intelligent Transportation Systems (ITS) to improve highway safety and efficiency. The Japanese and Europeans took similar measures.
