With most U.S.-based railroads signaling that they will miss the 2015 deadline for installing Positive Train Control (PTC), the Government Accountability Office (GAO) said in a report that it's asking that Congress consider amending the Railroad Safety Improvement Act (RSIA) and grant the Federal Railroad Administration the authority to extend the deadline for certain rail lines on a case-by-case basis. The GAO added that Congress should grant provisional certification of PTC systems and approve the use of alternative safety technologies in lieu of PTC to improve safety.
