The weather in Philadelphia in Pennsylvania is looking fine, but refiners in the area are being forced to cut rates anyway, thanks to Hurricane Maria. The storm has not touched the mid-Adantic coast, but it has disrupted waterborne crude deliveries. According to a source close to Monroe Energy, the company ran out of feedstock at its 185K-b/d Trainer, Pennsylvania refinery on Sept. 25 and has put its units into circulation-keeping them at operating temperatures but producing no product. Later on Sept. 28, a source said that the refinery was producing a small amount of on-spec product by running vacuum gas oil through a hydrotreating unit.
