Brazilian auditor' TCU, which monitors spending for the country's Congress, voted on May 27 to stop state-controlled Petrobras from moving forward with a natural gas pipeline to supply the unfinished 168K-b/d Comperj refiner}' in Itaborai. The pipeline was intended to link with the country's main coastal gas transmission line in Guapirimirim and carry gas 11 km (6.8 miles) to the refinery, but TCU said that Petrobras' price guidelines for tender offers were above market rates, and that moreover the company's planning documents did not include adequate assessments of construction or operational risks.
