In 1983, when the Institute of Medicine (IOM, 1983) issued its seminal report, Nursing and Nursing Education: Public Policies and Private Actions, a dedicated home for nursing science in the national research landscape existed primarily in the vision of pioneers in health and science policy-including nurse scientists and members of Congress-rather than in the nuts and bolts infrastructure of the U.S. scientific enterprise (NINR, 2010). This deficit was remedied when Congress called for the establishment of the National Center for Nursing Research (NCNR) in 1985 and then supported its redesignation to the NINR in 1993 through federal legislation (Public Law 99-158, 1985; Public Law 103-43, 1993). In doing so, Congress laid the foundation for what would become an incubator space and a national hub for biobehavioral, crosscutting scientific research. Provided with modest resources and virtually no infrastructure at the time of their inception, NCNR and NINR have worked with the nursing and nursing science communities to build a mature and vigorous research institute that is intrinsically agile and responsive to the health challenges and scientific opportunities of the 21st century.
