As the European Union enacts regulations beginning on Jan. 1, 2015 that will require ships operating in emission control areas (ECAs) in the Baltic and North Seas and the English Channel to reduce the sulfur content of the bunker fuels burned from 1.0% to 0.1%, ship owners and operators have started to contemplate whether using liquefied natural gas (LNG) in place of low-sulfur diesel is more fiscally appealing. Already, Royal Dutch Shell has charted two barges that will operate solely on LNG and be utilized to move crude and products along the river Rhine. Furthermore, Shell acquired Norwegian LNG fueling company Gasnor, adding to speculation that the company is serious about utilizing LNG as fuel within its shipping fleet. An LNG shipping analyst with Wood Mackenzie believes the use of LNG within the shipping industry has the potential "to be a big market" as the current global bunker market is 250MM mt/y (4.6MM b/d). The European Commission (EC) has set aside ?2.1B ($2.7B) to outfit 10 EU seaports with LNG refueling stations by 2025. Currently, only Norway and Sweden are equipped with small-scale LNG bunker refueling stations.
