In a deal to be signed on Monday, March 11, Iran plans to build a 400K-b/d refinery in Gwadar, Pakistan. The deal also involves a pipeline to be laid to supply the facility with crude from Iranian oil fields, in addition to a previous arrangement to build the 750MM cf/d (21MM m3/d) Iran-Pakistan gas pipeline. The US State Department has warned Pakistan against defying US sanctions against Iran, but the project appears to be moving forward regardless. Iran has offered to supply the refinery with 100K b/d of crude on deferred payment to supply the refinery, in addition to a $500MM loan to help finance the $1.5B oil pipeline.
