German speciality refiner H&R has formed a 50:50 Hamburgbased joint venture with products distributor Mabanol Bitumen to market the road paving product to domestic and export markets. The venture is scheduled to start operating by April 2017, in time for the new construction and bitumen-consuming season that will get underway in the context of further industry realignment caused by the closure of refinery bitumen units in northwest Europe.
