Brazil’s state-controlled Petrobras and embattled Brazilian independent OGP have returned eight shallow-water blocks in the Espirito Santo and Para-Maranhao basins to oil regulator ANP. The frms returned the blocks after they found it diffcult to obtain the necessary licences from federal environmental agency Ibama. The agency had previously refused to award drilling licences for both basins because of their proximity to protected regions.
