Consideration was given to the methods of mathematical modeling as applied to the decision support system of urban heat supply control. They are directed to calculations in branched heat networks and rely on the Newton-Hauss-Seidel composite iterative process as applied to the hydrodynamic equations. The direct responsibility of the sectorial executive organs (the management apparatus of the sectors of municipal services) for the quality of services to the population (closeness to the consumers) implies close relation of the executed functions with the processes at the enterprises providing these services, including the heat supply one. Failures of heat supply demand immediate answer of the municipal authorities in order to mobilize the resources available and correct the situation. That is why localization of emergencies, search of the emergency routes for transmission of heat energy to the consumers, verification of efficiency of the heat supply systems, choice of the variants of reconstruction of the heat networks, and so on constitute the functions of the operative services of the management apparatus.
