The principles of design of an integrated control system for the substations in the Russian Unified National Electrical Network are described. They underlie the operation of recently commissioned nine large substations of this network. One method of enhancing the effectiveness of the Russian Unified National Electrical (RUNE) network is to design a control system for increasing the economy and reliability of transformation, transmission, and distribution of electrical power via automation of data collection, processing and storage, decision making, and implementation of control with automation programs and tools, computer engineering, and information technologies. This stipulates the design of integrated automatic systems for the two hierarchical levels in the technological control system of electrical energetics, viz..
