The last few years have seen a flurry of activity in the resources space, activity which has been particularly evident in the approach to water and climate change adaptation. Policy makers and the legislature are taking an increasingly inclusive approach to these issues, recognising the interconnected nature of environmental and economic systems and the importance of a nationally consistent and unified position. Similarly, much of the structural reform contemplated by the Intergovernmental Agreement on a National Water Initiative has come into play allowing Government and water users to more effectively target and capitalise on water savings and efficiency gains. These developments present both risks and opportunity but what are those risks and how can those opportunities be capitalised upon? This paper explores the role ofinnovation, research and development in the evolution of water and climate change policy and considers the importance of these initiatives in addressing knowledge gaps and capacity shortfalls. Themes explored in further detail include: (a) interconnectivity of the water reform framework and adaptation policy; (b) the intended role and application of productivity and efficiency gains in the water resources space; and (c) the allocation of risk associated with reduced availability and quality of water resources.
