Dagupan City -As local manufacturers begin to focus on high-end, better-quality cigarettes with the re-introduction of the specific tax system, Filipino tobacco farmers are losing out in the competition with hardly any takers for low-grade burley andVirginia tobacco leaves. This sentiment was aired by tobacco farmers in North Luzon - particularly Pangasinan - where local burley leaf used for low-priced cigarettes are produced in large quantities.
