Efforts by the Bush administration to curb greenhouse gas (GHG) emissions through transfer of energy efficient technologies,including hydrogen fuel cell vehicle technology,to developing countries,could be impeded by traditional trade investment barriers,such as lack of intellectual property rights protection and other free market fundamentals,say top industry analysts and climate policy experts.They say the administration should prod U.S.aid agencies,and the State Department,to step up efforts to tailor assistance and incentive programs toward changes in legal and market institutions to promote foreign investment.
