Prong,aimed at the 2008 model year,will likely be an extrapolation of the 1.5 mile per gallon increase in the Corporate Average Fuel Economy (CAFE) standard for light trucks the Bush administration issued two years ago,industry sources say.The standard would rise from 20.7 mpg to 22.2 mpg over three years.But the second prong,for the subsequent model years,would be an attribute-based system with vehicle size as the main element fuel economy standards would be pegged to.The Advanced Notice of Proposed Rulemaking for "Reforming the Automotive Fuel Economy Standards Program" illustrates graphically what a sized-based system could look like.If vehicle size were fixed,the fuel economy standard would be based on the shadow of the vehicle,length times width.The smaller the vehicle shadow,the higher fuel economy standard it would have to meet.This means that each vehicle would need to meet a specific fuel economy target,rather than be part of a corporate average.
