The Russian oil company Lukoil,moving to advance its presence in North America,is looking to invest its oil profits into cellulosic ethanol development within the United States,say Pennsylvania state officials,who welcome the investment dollars as they move into preliminary talks with the Russian company.Some oil industry observers say that Lukoil's renewable fuels investment strategy may be the first sign of a sea change in oil industry investment in new technology intended to displace oil in the U.S.- one of the largest transportation fuel markets in the world.
