摘要

Negotiators from the European Union and Canada are scheduled to meet once again next week after trade ministers from both sides failed last week to close the gaps on major outstanding issues that have held up conclusion of their bilateral free trade agreement talks. Those major issues include market access for beef and dairy products and intellectual property protections, according to a source close to the negotiations. EU Trade Commissioner Karel De Gucht said on Feb. 13 that a deal was still possible within weeks, although he conceded that he did not yet see the way forward on the most difficult issues. The source close to the talks said Canada and the EU would return to "secondary" sticking points like investment restrictions, investor-state dispute settlement, services market access and disciplines on state-owned enterprises, and would not touch the toughest issues.
