Earl Blumenauer (D - OR) said this week that legislation renewing Trade Promotion Authority (TPA) will have to meet two requirements to win congressional approval: it must be changed to reflect the criticisms of Democrats on both the House Ways and Means and Senate Finance committees, and be accompanied by a bill to renew Trade Adjustment Assistance (TAA). Blumenauer, at a Feb. 26 event hosted by the law firm King and Spalding, said changes to the pending TPA - or fast track - bill should include provisions to improve transparency in trade negotiations, create disciplines on currency manipulation and protect tobacco regulations from dispute settlement. He added that if input from Democrats is not incorporated into the current bill, "I think it's very unlikely that you get Trade Promotion Authority," he said.
