The United States and China have missed their goal of reaching agreement on the core text of a bilateral investment treaty (BIT) by the end of 2014, but negotiations toward a deal could pick up speed in the first half of this year if Beijing comes forward with an offer that limits investment only in a narrow way, according to private-sector sources.
