A major U.S. business group this week told the Obama administration in a confidential submission that it should press China to codify a series of guarantees that can credibly assure U.S. companies that they will not be forced to transfer technology to Chinese competitors in order to access market or investment opportunities in China. These guarantees would put into law China's previous pledge that "technology transfer and technology cooperation shall be decided by businesses independently and will not be used by the Chinese government as a precondition for market access," the U.S. Chamber of Commerce said in a May 1 submission to the Office of the U.S. Trade Representative and the U.S. Commerce Department.
