The modern era of international counter-terrorism conventions providing for assistance in law enforcement matters began in 1970 and 1971 with the adoption of two major international instruments addressing terrorism against international civil aviation: the 1970 Convention for the Suppression of Unlawful Seizure of Aircraft ("Hague Convention" or "Hijacking Convention")1 and the 1971 Convention on the Suppression of Unlawful Acts Relating to International Civil Aviation ("Montreal Convention" or "Sabotage Convention").2 These two instruments were negotiated under the framework of the International Civil Aviation Organization ("ICAO") in the immediate wake of violent hijackings and sabotage of civil aircraft in the 1960s. Nearly every nation in the world is now a party to both conventions.
