"MORE OF THE SAME WON'T CUT IT!" is George Hooper's catch-cry regarding the way we deal with natural hazards. Dr Hooper FIPENZ, of the Centre for Advanced Engineering in Christchurch, says he sees report after report in which policy-makers say that there are no issues around planning for our built infrastructure, and that we can meet our social and sustainability goals simply by putting more energy into doing the same things. He disagrees.
