For more than two years now the aggregate deficit in the public budgets in the euro zone has been growing. And now the gross level of debt has also risen, for the first time since 1996. In the last two years the revenue ratio has fallen while the expenditure ratio has risen. In accordance with the level of economic activity this primarily reflects the working of the automatic stabilisers, especially the rise in social benefits for the unemployed.
