Agricultural production systems in the agri-food chain: position and evolution.

Agriculture is often criticised for failing to address concerns regarding sustainability of production and for not being responsive to consumer demands. It may be argued, however, that agricultural production in its current form has been developed because it is 'demand driven'. The mass distribution sector, in particular large supermarket chains, has gained dominance in the food market. As a result, agricultural producers face growing demands with regard to the price, size and quality of their outputs. These demands force farmers to focus on increasing production volumes and reducing production costs. Consumers are not benefiting from the gains in production efficiency by agriculture. While producer prices for agricultural products have fallen significantly in the last 30 years, food costs have remained relatively stable. This reflects the increased costs associated with processing, packaging, marketing and distribution of foods. Supermarket and fast food chains are also expanding into developing countries, with potentially destructive consequences for local systems of agricultural production and processing. The mass distribution sector not only has significant power over its suppliers, it also has a strong influence on consumers, using powerful marketing tools to shape consumer demand. Therefore it is overly simplistic to consider the agricultural sector as having primary responsibility for issues such as environmental sustainability and food quality. It should be recognized that agriculture is just one link in the agri-food production chain, and its activities are largely determined by downstream demand, in particular from the food industry and the mass distribution sector..
