President Karimov told the conference that Uzbekistan is opening all previously secret geological and geophysical data to examination by potential investors. The whole purpose of the conference, he said, was to convince potential investors that Uzbekistan has great mineral wealth open for development and that it is a nation of stable and reliable laws, with guarantees against nationalization and for the right to repatriate earnings. Special tax consideration is offered to foreign investors. Mineral development is a time-consuming process. Uzbekistan undoubtedly has rich mineral resources, one conference atttendee observed, but it is unlikely that development can proceed as fast as the Uzbeks would like. Among other considerations will be the structuring of deals that will attract minerals investment capital in competition with other resource-rich nations.
