The Ontario Ministry of Labour has revised the requirements for pre-scan health and safety reviews (formerly called pre-development reviews) under the Regulations for Industrial Establishments of the Occupational Health and Safety Act (OHSA). Prior to December 1997, the ministry administered the process for compliance under the OHSA. Since then, professional engineers have been entrusted with the responsibility on an equipment-specific basis. The revised regulation's intent is to clarify the requirements for pre-start health and safety reviews, restrict their scope and provide exemptions to the review process.Pre-start health and safety reviews are required to ensure that the construction, installation or modification of certain types of equipment, processes or structures will be in compliance with the regulation, if they are built, installed or modified as planned, designed or specified. If the review finds that the equipment will not comply with the regulation, the written report will also include recommendations
