The German regulatory authority, BNetzA will introduce new rules for gas capacity allocation and congestion management. The initiative is in line with a similar initiative that the European Regulator Group, ERGEG started in January, in which the German regulatory authority has provided major input. At a workshop in Bonn, the German regulator explained the main ideas for the new guidelines. At most German import points and interconnection points between the different market areas there is limited firm transportation capacity and, according to the regulatory authority, the main reasons are not physical but due to contractual constraints. Therefore improved rules are needed to allow a better utilisation of existing capacity.
