摘要

The inherent spatial nature of the problems arising in emergency situations calls for timely and accurate geographic information displayed in easily comprehended formats (i.e. maps). Also critical in widespread emergencies such as extreme weather events, is a GIS infrastructure that can adapt and "heal" itself when pre-placed assets are rendered ineffective. To this point in time, emergency response centres have used GIS as a form of integrated central database for modelling, spatial decision-making and map creating. Web-mapping applications have also been frequently used to enhance response efforts. However, these applications have not stretched the computational power of geographic information systems as much as the data collection capabilities of the emergency responders. This paper identifies the drawbacks of the centralized GIS database and the current Web-mapping approaches, and proposes two technologies for emergency response management. First, the concept of a Cascading Web Map Server is explained. Second, the nature and architecture of GIS Web Services are discussed, with additional suggestions for the use of a middleware and software Agent for reconstructing chains of services. The paper concludes by outlining the ways in which the proposed technologies can be used by emergency response managers for improved decision-making and coordination of efforts.
