HE RIOTING BY Uighurs inXinjiang's capital Urumqiin early July has put thespotlight back on China'shandling of its ethnic mi-nority regions. Coming just over a year af-ter a similar outburst in Lhasa, the incidentshows that hardline policies designed tosuppress dissent have fostered bitter re-sentment that periodically erupts. How-ever, it would be a mistake to interpret thisas a sign that China's control over Tibetand Xinjiang are unraveling. Rather theincidents should be put into a broader con-text of rising tensions within the broadersociety.
