India on Wednesday approved the award of oil and gas production licenses for 31 contract areas -- eight of them offshore -- to participants in last year's auction of small discovered fields, with new entrants to the EP sector taking most of the spoils. Ten of the contract areas were won by staterun refiners Indian Oil, Bharat Petroleum and Hindustan Petroleum, the first two of which have been moving upstream in Russia (IOD Sep.30'16). Another was shared among staterun Oil India, Hindustan Petroleum and a private firm.
