Activists are praising Maryland for requiring two large industrial emission sources - a cement plant and an industrial boiler at a paper mill - to significantly reduce merucy emissions ahead of the EPA's implementation of maximum achievable control technology (MACT) standards for the sectors. The Maryland Department of the Environment (MDE) struck a deal with a the Union Bridge Portland cement manufacturing plant to reduce mercury emissions by 80 percent by March 2012, one year ahead of the expected compliance date for the EPA's pending MACT that would set a similar emissions reduction requirement for the sector. Under a consent decree, the EPA is supposed to finalise its cement standard in March 2010, but is expected to implement the rule in 2013 at the earliest, according to an MDE statement.
