Contraversial plans to build a waste fuel processing plant in Rugby have been damned by Rugby Borough Council. Officials said the 'protection of the Rugby public cannot be sufficiently guaranteed and safeguarded' by the proposal. But Cemex said the application is safe and environmentally friendly. The Cemex scheme, to construct a plant which takes every day household rubbish and converts it into energy, was hotly contested by borough councillors, who discussed their objections in a planning meeting. Cemex wants to build the plant in either Southam or at Malpass Farm, next door to its current cement plant in Rugby.
