In the 1970s and 1980s the Iraqi cement industry underwent a significant period of expansion and development under the successive dictatorships of the Baath Party, concluding with that of Saddam Hussein. The country became a net exporter of cement in the late 1980s, but the industy was severely damaged by the Iran-Iraq war (1980-1988) and the first Gulf War (1990-1991). UN sanctions against Iraq (1990-2003) prevented development in nearly all industries, including cement.
