Although there are legal duties on manufacturers and suppliers covering the integrity of new electrical or electronic equipment, responsibility for the safe operation of tools and appliances in the workplace rests firmly with the employer. For example, how can gradual deterioration in the electrical integrity of a power tool, industrial machine or vending machine be identified or a potentially dangerous fault in a piece of cleaning or office IT equipment diagnosed? The HSE reports around 1000 workplace electrical accidents each year; in 2003/2004 electric shocks caused 10 deaths and 148 non-fatal major injuries to employees in the UK; 376 electrical incidents resulted in the loss of more than three working days' productivity. Fires started by poor electrical installations and faulty appliances also cause deaths and injuries.
