In the wake of the massive recall of Topps frozen hamburgers and the subsequent closure of the firm, FSIS is making some changes in its recall policy and testing and inspection procedures for E. coli O157:H7. For one, the agency will now view opened frozen packages in consumers' freezers as credible evidence when trying to establish a link between a foodborne illness and a product. The agency has historically discounted food in opened packages as evidence because of the possibility that contamination could have occurred in the home, rather than in the processing plant. But with a frozen product such as a preformed hamburger patty, the agency now acknowledges that its rigid policy may not be appropriate, as the chances E. coli O157:H7 contamination occurred at home are unlikely.
