The goal of the FERC's enforcement program is compliance, not penalties. That was the message of Acting Chairman Jon Wellinghoff at the 4th Annual Enforcement and Compliance Seminar sponsored by Skadden, Arps, Slate, Meagher & Flom LLP on 2/3/09. The "vast majority" of staff reviews and investigations do not result in penalties, Wellinghoff noted.
