Despite steps taken recently by the Commodity Futures Trading Commission (CFTC) to address the role that speculative trading plays in crude oil and natural gas markets (FNGR No. 2698, pp8-10), Sen. Jeff Bingaman (D-N.M.), chairman of the Senate's Energy Committee, criticized the CFTC's efforts, saying they actually raised "more questions."
