摘要

The degree and pace of change taking place in the world today gives rise to reflections on the nature and value of institutions, governance, and the basic values driving these institutions. These changes force everyone with interest in policy for agriculture and the agri-food industry to re-open questions long left idle, and to also question many of the foundation structures in the formation of policy. In this paper, I want to review initially some broad policy lines followed over the past several years, and to examine briefly some of these changes. The purpose is to shed some light on why and how these changes are affecting policy making, not only in Canada, but around the world. Finally, I would like to begin interpreting what some of these changes and pressures mean for agricultural and agri-food policy.
