As EU legislation opened up the electricity supply industry in Europe, it became necessary for ESB to review historical maintenance and condition formation on plant components. This would enable the most likely cost and timing of plant item refurbishment, taking current and future operating mode into account. (Based on USA experience, the increase in costs from weekly duty to daily duty was a factor of 1.4 to 3).Most of the ESB efforts to assess costs were based on the Aptech 'top-down' model. This model used a broad-brush assessment from USA experience. However, a 'bottom-up' analysis had been done by ESB, via questionnaires sent to individual plants.
