In The Netherlands, grid operators are responsible for installing smart energy meters at consumers' homes. The first pilot project started in 2005 and by the start of 2009, the grid operators were well underway to a large scale rollout. At that moment, privacy and security were not among their top priorities. However, on 7 April 2009, the combination of mandatory acceptance of smart meters by consumers and privacy concerns drove the government to postpone essential legislation.
