THE INVESTIGATION into the explosion that killed 29 miners at the Upper Big Branch Mine in Montcoal, WV is not expected to be completed until the end of the year (see page 10), however, a U.S. House panel approved sweeping mine and workplace safety reforms prompted by April 5 explosion. The 30-17 vote came over the objections of the mining industry despite last-minute changes to exempt all mines except underground coal mines and about 10 other underground mines that produce flammable gases.
