AN INDEPENDENT report conducted by former U.S. Mine Safety and Health Administration (MSHA) head J. Davitt McAteer spreads the blame for the April 5,2010 explosion at Massey Energy's Upper Big Branch Mine to a number of parties, but puts the bulk of the responsibility for the explosion at the feet of Massey Energy. The report, commissioned by then-West Virginia Gov. Joe Manchin, concluded, among other things, that "the explosion at the Upper Big Branch Mine could have been prevented."
