President Bush's proposed FY2003 2.13-trillion dollars budget provides the US Department of Energy (DOE) a 570-million dollars increase from FY2002, to 21.9 billion dollars. However, the departments of Labor and Interior, and the Environmental Protection Agency (EPA) each would have their funding cut. Under the Bush plan, the US Department of the Interior would receive 10.3 billion dollars, down 12.7 million dollars from FY2002. The US Department of Labor would receive 56.5 billion dollars, down 7 percent. The EPA's budget would be cut by 300 million dollars during FY 2003, to 7.9 billion dollars. The DOE combined the 150 million dollars appropriated for 2002 for its Clean Coal Power Initiative with the requested 150 million dollars for 2003 and the appropriated 30 million dollars from the Power Plant Improvement Initiative. These combined programs are referred to as the President's Coal Research Initiative. Requested funding for the DOE's Fossil Energy Coal Program is 12.8 million dollars less than in FY2002.
